The number of Potion Charges is related to Renown, which is earned separately for each region (you can read more about it on a dedicated page of the guide). Renown Points are received e.g. for completing side quests, exploring locations, or visiting dungeons in a particular region.
After a certain amount of Renown Points is collected, you can exchange them for a reward. Among them, there is an option to get more Potion Charges (screenshot).
After claiming this reward, the amount of carried charges should increase by one.
